The Rockwall News wholeheartedly endorses Judge Mark Russo for Rockwall County Justice of the Peace Precinct 3 in the March 1 Republican Primary Election.
Our endorsement is easy to make.
Ever since Judge Russo was overwhelmingly elected in 2012 to start this new Justice of the Peace Court, he has gone above and beyond to establish it correctly and make it state compliant.
From securing the office’s very first waste basket, to hiring staff members, to calling agency after agency across Texas to learn what was required to set up an office properly, the former three-term Rockwall City Council member and Mayor Pro Tem has tirelessly devoted himself to his job 24/7/365.
Because no one in Rockwall County had ever started a “People’s Court” before, Judge Russo had to do all the research himself and then put all that he learned into motion. Not an easy job!
Something he’s most proud of was making his office’s online information available in every language, using Google translator. His efforts helped make the new Rockwall County website available to every language, as well.
As a Justice of the Peace, he’s spent many sleepless nights signing death certificates at the homes of those who have passed away. He’s magistrated new prisoners at the jail to explain justice system procedures. He’s married couples in churches, office buildings, baseball fields and many more places.
He’s presided over hundreds of court cases, including lawsuits under $10,000; Class C misdemeanors, such as hot checks and traffic tickets; and preliminary hearings.
He’s issued warrants, administered oaths and served eviction notices.
He’s also gone beyond the mandatory education hours the state requires by 120 hours and was recognized by the Justice Court Judges Association.
Recently he became involved in the mammoth TxEVER Project, which is implementing a statewide, fully-integrated and comprehensive electronic vital records system. It will include electronic registration and data collection for birth, death, fetal death, marriage, and divorce records across Texas.
For all this and much more that he’s done, Judge Russo should be re-elected March 1.
